EMS agencies across the country are bracing for change as budget reforms reshape the reimbursement landscape, raising urgent questions about funding, compliance, and operational stability. With so much still unknown, EMS leaders are looking for clarity and guidance.

Jon Krohmer is the former Director of the NHTSA Office of EMS and a longtime leader in national EMS policy and systems development. He previously served in senior federal leadership roles within the Department of Homeland Security and the Department of Transportation, as well as in academic and clinical positions as an attending emergency physician, EMS medical director, and professor of emergency medicine. Dr. Krohmer is board certified in emergency medicine and EMS, and he currently advises on EMS strategy through roles with CAAS, the National EMS Museum, and other initiatives. He chairs the Prehospital Blood Transfusion Initiative Coalition Steering Committee, a multi-disciplinary initiative to promote prehospital blood transfusion programs within the US.

Eric Bank, LP, NRP is the Assistant Chief of EMS for Harris County Emergency Services District 48 in Texas and has worked in EMS for over two decades. A graduate of Hahnemann University’s EMS Management program, he has held leadership roles since 2002 and is deeply involved in prehospital trauma care and system development. Eric serves as Vice President of the Prehospital Blood Transfusion Coalition and Co-Chair of the South East Texas Regional Trauma Committee and contributes to national workgroups focused on prehospital standards. His experience spans operations, policy, and clinical innovation in EMS.

Christopher Way is the Fire Chief of Kootenai County Fire and Rescue in Idaho and has over 30 years of experience in fire and EMS, including leadership roles in both urban and rural systems across multiple states. He previously led the Kootenai County EMS System and has been a licensed paramedic since 1994. Chief Way has held numerous operational and administrative roles and is active in EMS advocacy at the state and national level. He currently serves as President of the National Association of Emergency Medical Technicians and chairs Idaho’s Time Sensitive Emergency Council. He brings deep insight into EMS operations, funding, and system readiness.

Amanda Stark, JD is the Risk Manager at Digitech, where she oversees billing compliance and conducts claims audits across diverse EMS systems. A nationally recognized EMS compliance expert, she previously served as Senior Attorney at Page, Wolfberg & Wirth, where she co-authored the Ambulance Compliance Program Toolkit and helped develop the Certified Ambulance Compliance Officer course. Amanda has advised providers nationwide on regulatory risk, compliance programs, and Medicare billing. She is a licensed attorney in California and brings a wealth of experience at the intersection of EMS operations, law, and reimbursement policy.

Michael is a senior client services leader at Digitech, bringing 25+ years of experience across enterprise organizations in healthcare, consumer goods, technology, and financial services. He earned his BA in Economics from the University of California at Davis and his MS from the MIT Sloan School of Management. In addition to his responsibilities of overseeing client support and advocacy, he also brings a consulting approach and broad perspectives to strategic discussions.

Michael joined Digitech in 2008 and is based in the San Francisco Bay Area.
