Michael has authored articles and hosted numerous webinars on topics such as balance billing, supplemental payment plans, costs, and mobile integrated health. Prior to focusing on EMS revenue cycle, Michael spent over a decade as a management consultant specializing in organizational transformation. He holds a Bachelor of Arts in Economics from the University of California, Davis and a Master of Science in Management from the MIT Sloan School of Management. 

Brian S. Werfel, Esq. is a New York-based attorney with the WMK Law Group with 20 years of experience representing the EMS industry, with a focus on reimbursement, compliance, and general business matters. A recognized expert on Medicare’s coverage of EMS services, Brian has represented numerous ambulance services in federal healthcare program audits, state licensing, and other EMS-related matters. Brian has been the Medicare Consultant to the American Ambulance Association since 2005. He is the author of the AAA’s annual Medicare Reference Manual, the AAA’s HIPAA Compliance Manual, and the co-author of the AAA’s Compliance and Documentation Manuals. He is also a frequent lecturer at national and state EMS conferences. Brian is admitted to practice in the State of New York and the federal courts for the Eastern District of New York. Brian is a graduate of the University of Pennsylvania (1997) and the Columbia School of Law (2000). 

Scott Clough is the co-founder of AP Triton, an industry-leading consultancy focused on a broad range of challenges related to fire safety, public safety, and private sector safety. Scott leads AP Triton in specialized consulting in emergency medical services, operations planning and preparedness, fire and life safety, wildfire protection planning, and administrative services. He also works with AP Triton clients in the private sector across various industries, including the San Francisco 49ers, the Carolina Panthers, and Alco Iron and Metals.

Edward Campana is a Firefighter-Paramedic and Crew Chief for the Ventura County Fire Department, where he serves as a flight paramedic and rescue specialist aboard Ventura County Fire’s rotary-wing aircraft. He is also the department’s Whole Blood Program Manager, where he successfully leads multi-agency coordination, regulatory approval, hospital and EMS integration, and equipment logistics to implement cutting-edge trauma care in the field. 

Kevin Paschall leads the Resource Access Program (RAP) for San Diego Fire-Rescue. Implemented in 2008 within the Emergency Medical Services (EMS) division of the fire department, RAP uses real-time analytics to identify vulnerable, often frequent 911 callers experiencing complex medical or social difficulties such as chronic homelessness, mental illness, substance abuse disorders, or difficult social or medical situations. Once identified, specialized staff provide intervention and service navigation.
